Paragraph Structure
Salutation & Opening
Use high-level vocabulary ('formally address a concern', 'come to my attention') to establish an authoritative but respectful tone.
Point 1 (Detailing the Grievance/Issue)
Use 'Regrettably' or 'Unfortunately' to soften a complaint. Show that you have already tried to handle things ('Despite my previous attempts...').
Point 2 (Expanding on the Ramifications)
Use 'To elaborate' to transition into details. Use phrases that appeal to the reader's empathy ('I am sure you can appreciate').
